Resilience Program Manager

The American Public Power Association (APPA) is looking for Resilience Program Manager to provide expertise, and program management support for Emergency Management and Risk Management including DOE Cooperative Agreement efforts and related projects.
The Resilience Program Manager will support programs with the objective of empowering public power utilities to improve risk management, emergency management including mutual aid, and safety programs (as needed).
Provides project management skills for programs that seek to enhance energy sector infrastructure preparedness and resilience for public power electric utilities.
Provides technical input and direction to associated projects, serves as the principal point of contact for information/guidance on program activity, solicits and responds to member input.

Candidates must be in the DC, Maryland, and Virginia area.
APPA offers a flexible work schedule for full-time employees, and the option for telework is available after 3 months of employment (with supervisor approval).
Supports APPA's emergency management and response roles including National Coordinator for mutual aid, Emergency Support Function (ESF) - 12 (Energy) coordination, and Electricity Sub-Sector Coordinating Council (ESCC) emergency response efforts.
Acts, as needed, as an APPA National Coordinator during national emergencies, facilitating mutual aid and coordinating with government agencies on emergency response.
Leads the APPA Risk Management Working Group and other APPA committees and task forces and represents APPA on professional committees, associations, and other groups as appropriate.
Supports APPAs Mutual Aid Committee and Safety Committee (as needed).
Develops tools, educational resources, and training on energy sector security and preparedness.
Develop products, in coordination with U.

Department of Energy (DOE) Office of Cybersecurity, Energy Security, and Emergency Response (CR) and other agencies, for dissemination to APPA members.
Encourages nationwide insight and outreach by facilitating the exchange of information among APPA membership by leading listservs and working with key local, regional, and national government stakeholders; and industry.
Develops Program/Project Management Plans to coordinate and communicate program goals and planned activities for each budget period.
Program/project plans will be used to foster team interaction, establish program goals, specify activities and deliverables supporting program goals, maintain a project schedule and milestone log, define and measure program success, interface with partner organizations, and serve as the baseline to report progress and financial status in accordance with the requirements.
Manages budget and supervises management of contractors and consultants.
Performs detailed analyses of all elements of cost and technical approach in contractor proposals/applications.
Prepare and submits progress reports on program activities.
Conducts exercise, workshops, webinars, and program support tools, as required, to develop protocols and procedures to test new technologies, procedures, and approaches, and examine impacts to support APPA members.
Interact with other state and trade associations, as appropriate, to further project objectives.
Develops and directs programs and activities as the staff liaison to the Risk Management Committee for the Business & Finance Conference, Engineering and Operations Conference and National Conference including:
participating in the planning meeting, providing subject matter expertise to develop a track of breakout sessions (identifying topics, drafting descriptions, inviting speakers, managing logistics with speakers/officers), traveling to the event to oversee and manage sessions, and identifying incoming officers.
Also serves as staff contact for members working in this area, providing assistance as needed.
Undertakes assignments, as needed, based on the direction of the department and APPA leadership.
Performs other duties as assigned.
Bachelor's degree required with preference to emergency management, risk management, engineering, or health sciences.
Emergency Management Certifications CEM, AEM, FEMA APS/PDS are preferred.
2-5 years of technical project management and subject matter expertise in emergency management preparedness, disaster response.
Experience in energy sector/member utility and/or trade association preferred.
Project Management Professional (PMP) certification preferred.
Strong familiarity with project management software tools, methodologies, and best practices.
Experience seeing projects through the full life cycle.
Proven ability to complete projects according to outlined scope, budget, and timeline.
Ability to establish and maintain good working relationships with personnel of member utilities, federal agencies, utility interest groups, and other professional organizations.
Ability to manage volunteers or work as an individual contributor managing a function or program of critical importance to the organization.
Ability to present ideas clearly, concisely and accurately, both orally and in writing.
Ability to plan, coordinate and facilitate a major meeting with multiple activities.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
